Stephanie Mann co-authored, Alternative to Fear: Guidelines to Safer Neighborhoods,” which helped launch the national “Neighborhood Watch” Program. Within 2 1/2 years, involved residents in her community (17,500 residents) decreased crime 48%, WITHOUT a local police department.

Mann worked as a community leader, neighborhood organizer, county coordinator, state consultant and authored, “Safe Homes, Safe Neighborhoods: Stopping Crime Where You Live” (Nolo Press 1993)

In 2010, while working in Richmond CA, with “Mother’s Against Senseless Killings,” Mann saw people too scared to be involved or report crimes.  She wrote, “The Adopt-A-Block Guidebook,” with an easy to follow guide for existing groups and “My first steps to a safe neighborhood” for citizens. These booklets give individuals and groups the tools to reach out and bring people together to help each others.

Stephanie started a homeless men’s support group while working with “The Mary Ann Wright Foundation” in Oakland CA. She recognized the need to support children at an early age and wrote, “Street Safe Kids: 10 Step Guide for Teens and Adults” (which has been used in after school programs) to help youth grow strong from within to develop self-esteem and stay centered. The Safe Kids Now National website states, “Every child needs a healthy family and neighborhood to stay safe.” In partnership with the CARR Foundation, a binder, “Safe Neighborhods: Access to a Healthy Community,” was created for city leaders to make neighborhoods safer for families and neighborhoods. Stephanie’s books strengthen families and can decrease the social isolation that fuels bullies, domestic violence, abuse, drugs, gangs and other destructive behaviors.”

Mother’s Against Senseless Killings- Richmond CA — 2006-2008

In 2010, after working in Richmond CA, Mann saw people too scared and angry to be involved or report crimes. She wrote, “The Adopt-A-Block Guidebook,” 10-step guide for church groups and civic organizations whose members already knew and trusted each other. Safe Streets for Youth — 1994-2006


Mann worked with city leader, Don Marx in Oakland, CA. Developed the book, “Street Safe Kids: 10 Step Guide to help youth develop self-esteem and stay centered.” A prevention team taught “Street Safe Kids” to the homeless and in after school programs.

Oakland Police Department — 1988-1990

The Office of Criminal Justice Planning hired Mann as a consultant for Oakland PD, Community Services. When the grant ended, Mann co-authored, “Safe Homes, Safe Neighborhoods: Stopping Crime Where You Live” (Nolo Press 1993) She promoted safe families and neighborhoods. Interviewed over 120 times on TV and radio.

The Mary Ann Wright Foundation — 1988-1992

Consultant Office of Criminal Justice Planning — 1984-1990

Mann helped organize the Citizens’ Crime Prevention Committee and became the West County Coordinator, one of six county coordinators. She organized Crime Prevention committees in El Cerrito, Richmond, Pinole, No. Richmond, El Sobrante, Richmond and Kensington.

Contra Costa Citizens Crime Prevention Committee — 1976-1986

Mann worked in Richmond and Oakland (CA) with volunteer groups – Oakland, Appointed by mayor to Violence Prevention Task Force and worked with Richmond parents. Speaking and educating organization in California –

Volunteer for the City of Orinda, CA — 1969-1975

Citizen of the Year, Orinda CA. 1973 – In Stephanie’s community (pop-17,500), they didn’t have a local police department but they had a drug and burglary problem. Ten volunteers implemented the “Neighborhood Responsibility Program.” The committee got organized and encouraged friends to host neighborhood meetings. They presented drug education at the middle and high school. Within 2 1/2 years, residents decreased crime 48%. Stephanie Mann co-authored, “Alternative to Fear: Guidelines to Safer Neighborhoods,” in 1975. With the help of California’s first lady, Nancy Reagan, the CA Youth Authority funded the guide and thousands were sold to police departments, police training centers, state and government agencies around the country, including the FBI.
