Stephanie Mann volunteered in her unincorporated community with 17,500 residents because the community had a crime wave. The majority of crime problems were neighborhood kids. A committee of 10 volunteers got local publicity, educated neighbors to take responsibility for neighborhood safety and reduced crime by 48 percent within two and half years without a local police department. (Documented) With the help of Governor Reagan’s wife, Nancy Reagan, Mann, co-authored “Alternative to Fear: Guidelines for Safer Neighborhoods,” which helped launch the national Neighborhood Watch Program or the Neighborhood Responsibility Program.
